PUBLIC PROCUREMENT DIRECTIVES
EuDA has a number of positions on the proposed revision to the Directives on public procurement. These comments address the area of works contracts in general and the place of more comprehensive contracts in particular.

PORTS POLICY
The EC Ports Package is still in the approval cycle. EuDA has commented in particular to the Rapporteur in the European Parliament, raising questions about the effectiveness of the proposed package in terms of legislation. The dredging industry promotes in particular free nautical access to and transparency in the accounts of all ports, public or private.

CHARGING FOR TRANSPORT COST
The European Institutions have advocated the principle that the user of transport infrastructure should pay the full cost of this use. This would require the internationalisation of external cost; EuDA’s remarks reflect on the problem to treat the various transport modes in an equitable fashion.

THE ROLE OF PUBLIC- PRIVATE COOPERATION CONTRACTS
The traditional works contract is based on the model that the client of his agent specify the works in detail. The complexity and cost of infrastructure projects often necessitates other contract forms. As a result the contract tender process may be affected. The hybrid form of public-private partnership raises particular questions.

ON EUROPEAN TRANSPORT POLICY
The European Dredging Association welcomes the White Paper (COM 2001/370) as a necessary and timely contribution to refocus European transport policies. The problems and issues at hand are of major importance. Integration of transport policies across Member States and optimisation of transport volumes across the various modes pose enormous challenges.
